In March 2023 the General Optical Council awarded a contract for a bespoke case management system. Advertised at \u00a3460,000 GBP, awarded at <strong>\u00a3443,543 GBP<\/strong>. The scope is published. So is the supplier. You can go and read the notice yourself on the UK&#8217;s Contracts Finder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That figure is real in a way that almost nothing else written about this subject is. It&#8217;s also close to useless for predicting what your project will cost, and understanding why is the whole point of this post.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You&#8217;re probably here holding two or three quotes that differ by a factor of three, trying to work out which one is lying. Usually none of them are. They&#8217;ve priced different projects, because your brief allowed them to.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What this post is not.<\/strong> It isn&#8217;t a price list, and it isn&#8217;t a quote. Ranges published on the internet describe other people&#8217;s projects, and yours differs from theirs in ways that move the number more than any hourly rate ever will. Small. Another reads it as a portal, which to them means authentication, user management, notifications, an audit trail, and a mobile-responsive interface. Considerably bigger. The third has been burned before by exactly this sentence, has assumed a two-way sync with an ERP nobody has mentioned yet, and has priced the discovery work needed to find out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three honest readings. Three numbers, and a 3x spread between the outer two.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The spread isn&#8217;t dishonesty. It&#8217;s the brief, doing what an underspecified brief always does, which is transfer the interpretation to whoever is pricing it. And here&#8217;s the part that ought to bother you: <strong>the cheapest quote is usually the one that read the least into your brief.<\/strong> That&#8217;s not a bargain. Ask them to write down what they&#8217;ve excluded, not what they&#8217;ve included. Exclusion lists are far more revealing and almost nobody volunteers one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What&#8217;s assumed already done.<\/strong> Does the quote include design, or does it assume you&#8217;re supplying it. Does it include content and data migration. Does it assume your existing API is documented and works. That last assumption is wrong more often than any other.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Team composition.<\/strong> A quote built around three mid-level developers and a shared project manager and a quote built around a lead architect, two developers and a dedicated QA engineer will not match, and the gap has nothing to do with anyone&#8217;s hourly rate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risk pricing.<\/strong> A fixed-price quote contains a contingency buffer because the vendor is absorbing your uncertainty. More on that below, because it&#8217;s the single most misunderstood line in any software proposal.<\/p>\n\n\n\n<h2 id=\"real-numbers\" class=\"wp-block-heading\">The only cost data worth anything<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Here&#8217;s something worth knowing before you read another cost article. Almost every dollar figure published on this topic has no source.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I went through the pages currently ranking for this query and traced their numbers. The pattern is circular. Agency A publishes a range. Agency B cites Agency A, or cites nobody. Agency C cites a market-size statistic from a real research firm, which measures something else entirely, then publishes its own range underneath as though the citation covered it. All verifiable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two honest caveats. Public procurement skews large, because small work goes through frameworks or doesn&#8217;t get advertised at all, so this data tells you more about the top of the market than the middle. And an awarded value is the contract at signature, which is a different thing from what the project eventually cost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That second point deserves its own section, because it&#8217;s the most instructive thing in the public record.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What happens after the contract is signed<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The US Government Accountability Office publishes post-mortems on federal IT projects, and they are unsparing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FBI&#8217;s Sentinel case management system was originally a six-year programme valued at <strong>$425 million USD<\/strong>, contracted to Lockheed Martin. It was rebaselined to <strong>$451 million USD<\/strong> in 2008, and reporting drawing on the Justice Department&#8217;s Inspector General put the eventual figure near <strong>$501 million USD<\/strong> once operations and maintenance were counted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">HealthCare.gov is starker. GAO-14-694 found that obligations for the Federally Facilitated Marketplace rose <strong>from $56 million to more than $209 million USD<\/strong> between September 2011 and February 2014. The data services hub went <strong>from $30 million to nearly $85 million USD<\/strong> over the same period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now hold that against the assumption most buyers carry into a software project. These were organisations with procurement departments, detailed written specifications, legal review, and effectively unlimited access to expertise. They still saw cost grow by multiples.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a written specification and a professional procurement function don&#8217;t control cost, an hourly rate certainly doesn&#8217;t. That&#8217;s the thesis of this entire post, and the public record proves it better than any vendor&#8217;s case study could.<\/p>\n\n\n\n<h2 id=\"driver-model\" class=\"wp-block-heading\">The driver model<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is the part to run against your own project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each row moves your number in a stated direction, by a stated amount where the evidence supports one. I&#8217;ve marked each as <strong>measured<\/strong> where it comes from a study or a published dataset, and <strong>reasoned<\/strong> where it&#8217;s judgement drawn from delivery experience. Five of eleven, and they include the two with the largest measured effect. That ratio is the most useful thing in this post.<\/p>\n\n\n\n<h2 id=\"integrations\" class=\"wp-block-heading\">Integrations and the data you already have<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Integration count is the driver that most reliably breaks an estimate, and the reason is that &#8220;integrate with our CRM&#8221; is not one task. It&#8217;s a variable-length task whose length depends entirely on a system nobody has looked at yet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Questions that change the answer by an order of magnitude. Is there an API, and is it documented. Is the documentation accurate, which is a separate question. Is it REST or SOAP. Are there rate limits, and do they permit your expected volume. Does anyone still work at your company who understands the data model. Is there a sandbox environment, or will testing happen against production.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A vendor who quotes an integration without asking those has priced a guess. A vendor who insists on a paid discovery phase before quoting is not padding the bill, they&#8217;re refusing to guess with your money.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Data migration is its own project<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Then there&#8217;s the data you&#8217;re bringing with you, and this is where the sourced evidence gets uncomfortable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Research cited in an Oracle and LumenData whitepaper puts it plainly: <strong>83% of data migration projects either fail outright or exceed their budgets and schedules<\/strong>, with the Bloor Group finding cost overruns averaging <strong>30%<\/strong> and time overruns averaging <strong>41%<\/strong>. Measured, though I&#8217;d note both sources have an interest in the problem being hard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reason is almost never technical. It&#8217;s that fifteen years of data in a live system contains things nobody documented. Duplicate customer records. A field that changed meaning in 2019 when someone repurposed it. Free-text entries in a column that&#8217;s supposed to hold three values. A date format that shifts halfway through the table because the system was migrated once before.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">None of that is visible when the quote is written. All of it surfaces in week three.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What to do about it.<\/strong> Before you accept any quote that includes migration, export a thousand rows of your real data and hand them to the vendor. It is the single cheapest de-risking action available to you, it takes an afternoon, and the vendor&#8217;s reaction to what they find will tell you more about the eventual cost than the rest of the proposal combined.<\/p>\n\n\n\n<h2 id=\"compliance\" class=\"wp-block-heading\">Where compliance bites<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Compliance costs money in a way that surprises buyers, because it doesn&#8217;t show up as a feature. Nothing on screen looks different. The work is in audit trails, access controls, encryption, logging, data residency, documented processes, and the evidence you have to produce to prove all of it works.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>SOC 2.<\/strong> Drata, which sells compliance automation, publishes a total first-year cost of <strong>$25,000 USD for a small startup to over $200,000 USD for a large enterprise<\/strong>. The audit fee alone typically runs $7,500 to $100,000+ USD. Each additional Trust Services Criterion beyond Security adds roughly 15 to 30%. Continuous monitoring tooling runs $5,000 to $20,000 USD a year. Measured, with the caveat that the source sells the solution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>HIPAA.<\/strong> SecurityMetrics puts compliance for small covered entities at roughly <strong>$4,000 to $12,000 USD<\/strong>, and $50,000+ USD for medium and large organisations. Industry estimates put HIPAA-compliant development at 20 to 40% above equivalent non-regulated work, which I&#8217;d mark as reasoned rather than measured, because I couldn&#8217;t find a study behind it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both figures cover the compliance programme, not the software. Your build absorbs a separate cost for the controls themselves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The practical point is about sequencing rather than money. Compliance requirements discovered in month five cost several times what the same requirements cost in week one, because retrofitting an audit trail means touching every write operation in the system. If there&#8217;s any chance you&#8217;ll need SOC 2 or HIPAA within two years, say so at the briefing stage even if you don&#8217;t need it yet. It&#8217;s cheaper to build the hooks than to add them.<\/p>\n\n\n\n<h2 id=\"client-side\" class=\"wp-block-heading\">The drivers on your side of the table<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is the section that gets left out of every cost article, for the obvious commercial reason that vendors don&#8217;t enjoy telling prospects they&#8217;re part of the problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The research is clear enough that leaving it out would be dishonest.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"400\" src=\"https:\/\/qalbit.com\/blog\/wp-content\/uploads\/2025\/02\/decision-latency-software-project-cost-1024x400.webp\" alt=\"Work queuing at a bottleneck while the channel beyond sits empty, showing how decision delay adds project cost\" class=\"wp-image-3520\" srcset=\"https:\/\/qalbit.com\/blog\/wp-content\/uploads\/2025\/02\/decision-latency-software-project-cost-1024x400.webp 1024w, https:\/\/qalbit.com\/blog\/wp-content\/uploads\/2025\/02\/decision-latency-software-project-cost-300x117.webp 300w, https:\/\/qalbit.com\/blog\/wp-content\/uploads\/2025\/02\/decision-latency-software-project-cost-768x300.webp 768w, https:\/\/qalbit.com\/blog\/wp-content\/uploads\/2025\/02\/decision-latency-software-project-cost.webp 1536w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Requirements volatility.<\/strong> A meta-analysis reported by ISACA found system development projects average <strong>25% time overrun and 41% cost overrun<\/strong>, and identified requirements volatility as the cause of failure in about <strong>11%<\/strong> of projects. The correlation is measured. Attributing it specifically to the client side is my reading, though it&#8217;s consistent with what GAO reports.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Inaccurate initial estimates.<\/strong> GAO examined 68 major IT investments at the Department of Homeland Security and found 21 of them, worth roughly <strong>$1 billion USD<\/strong>, missed their cost or schedule targets. The leading cause, by frequency, was inaccurate preliminary cost and schedule estimates. The federal government spends <strong>over $80 billion USD annually<\/strong> on IT and GAO&#8217;s assessment is that these projects &#8220;frequently incur cost overruns and schedule slippages.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The fat tail.<\/strong> This is the finding that should genuinely change how you budget. Bent Flyvbjerg and Alexander Budzier studied 1,471 IT projects and published the result in Harvard Business Review in September 2011. Average cost overrun was 27%, which sounds manageable. But the distribution isn&#8217;t normal. <strong>One in six projects was what they called a Black Swan, with an average cost overrun of 200% and a schedule overrun of almost 70%.<\/strong> Later work across more than 11,000 projects confirmed the pattern, finding a 73 percentage point gap between the mean and median overrun in IT.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Read that carefully, because the implication is counterintuitive. Most projects land near their estimate. A minority go catastrophically wrong. Budgeting to the average is therefore the wrong strategy, since the average is not what happens to you. You either land close, or you&#8217;re in the tail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the McKinsey and Oxford study of more than 5,400 IT projects with budgets above $15 million USD found that large IT projects run <strong>45% over budget and 7% over time while delivering 56% less value than predicted<\/strong>, with software projects carrying the highest risk of the categories studied.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">One widely cited source you should discount<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">You&#8217;ll encounter the Standish Group&#8217;s CHAOS reports in almost everything written about project failure. Treat them carefully. Eveleens and Verhoef published a critique in IEEE Software in 2010, applying Standish&#8217;s own definitions to 5,457 forecasts across 1,211 real projects, and concluded the figures are misleading, one-sided, and produce meaningless results.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I mention it because you&#8217;ll see CHAOS numbers quoted at you, possibly by a vendor, and it&#8217;s worth knowing they don&#8217;t hold up.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What actually causes the client-side overruns<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Three things, stated without blame, because they&#8217;re structural rather than anyone&#8217;s fault.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Decisions that take three weeks.<\/strong> Every day a decision sits unmade is a day the team either works on something less valuable or waits. Neither is free, and on a time-and-materials engagement you&#8217;re paying for it directly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Scope added after the estimate.<\/strong> Not big things, usually. Small additions, each individually reasonable, none of which felt worth reopening the budget conversation over. They compound.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Nobody empowered in the room.<\/strong> If the person attending your weekly review has to take every decision back to someone who isn&#8217;t there, your project&#8217;s velocity is capped by that person&#8217;s calendar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fix for all three is the same and it&#8217;s organisational, not technical. Name one person who can decide, give them actual authority, and get them into the weekly review. It costs nothing and it moves the number more than almost anything your vendor can do.<\/p>\n\n\n\n<h2 id=\"profiles\" class=\"wp-block-heading\">Three project profiles<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Rather than invent dollar figures, here&#8217;s the driver profile of three genuinely different projects. Two are anchored to real public awards. The first draws on our own products, so it&#8217;s first-party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Profile one. Single-purpose tool.<\/strong> This is the shape of something like <a href=\"\/products\/urlcrop\/\" data-type=\"link\" data-id=\"\/products\/urlcrop\/\">URLCrop<\/a>, a link management product we built and run ourselves. One core function. No third-party integrations of consequence. A single user role. Web only. No regulatory regime. No data migration, because there was no prior system. Design decided by one person in an afternoon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Almost every driver in the model sits at zero. That&#8217;s what makes it small, and it&#8217;s worth noticing that none of the reasons are about who built it or how fast they type.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"\/products\/pocketgst\/\" data-type=\"link\" data-id=\"\/products\/pocketgst\/\">PocketGST<\/a>, another of ours, looks superficially similar but carries one multiplier that changes everything. It&#8217;s offline-first, meaning it has to work with no connectivity and reconcile later. Offline-first is not a feature you add. It&#8217;s an architectural decision that touches every data operation in the product, and it&#8217;s the clearest example I can give of a single requirement that moves a project between categories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Profile two. Departmental system of record.<\/strong> The General Optical Council&#8217;s case management system, awarded at <strong>\u00a3443,543 GBP<\/strong> in March 2023. A regulator managing fitness-to-practise cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The drivers here are workflow states, multiple user roles with genuinely different permissions, an audit trail that has to stand up to scrutiny because these are regulatory proceedings, document handling, and almost certainly migration from whatever came before. No consumer-facing scale requirement. No mobile app. The complexity is in the rules, not the traffic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Profile three. Organisation-wide programme.<\/strong> The UK Hydrographic Office award to Mastek at <strong>\u00a34,000,000 GBP<\/strong> in November 2022, or HMRC&#8217;s <strong>\u00a315,000,000 GBP<\/strong> award to Coforge in February 2024 for citizen-facing digital services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Multiple systems. Multiple integrations into infrastructure that predates most of the team. Public-facing scale. Accessibility obligations that are legal requirements rather than preferences. Security review. Multi-year delivery, which means the framework upgrade cycle lands inside the project rather than after it.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What actually separates them<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Not size in any simple sense. What separates them is the count of things that must be true simultaneously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Profile one has to work. Profile two has to work, for six kinds of user, with a defensible record of every action, on data inherited from a system nobody fully documented. Profile three has to do all of that while integrating with systems it doesn&#8217;t control, at public scale, under legal obligations, over a period long enough that its own dependencies reach end of life mid-build.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>One boundary I&#8217;ll state plainly<\/strong>, because the honest version of this post requires it. Our own ERP experience is module extension work rather than full greenfield ERP implementations. Extending a working ERP and implementing one from scratch are different projects with different risk profiles, and anyone who conflates the two in a proposal is telling you something about their proposals.<\/p>\n\n\n\n<h2 id=\"engagement\" class=\"wp-block-heading\">Engagement models are risk allocation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Most cost articles list the engagement models and move on. The listing isn&#8217;t the useful part. A vendor absorbing your uncertainty prices that uncertainty, and industry practice puts contingency loading somewhere around 15 to 30%. Your project runs smoothly and you paid a premium you didn&#8217;t need. Or it doesn&#8217;t, and you spend the back half of the engagement arguing about whether each change was in the original scope. That argument is expensive in ways that never appear on an invoice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There&#8217;s peer-reviewed work here too. J\u00f8rgensen, Mohagheghi and Grimstad, publishing in the International Journal of Project Management in 2017, found that using fixed price contracts is associated with a higher risk of project failure than time and materials arrangements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Which is not an argument against fixed price. It&#8217;s an argument against choosing fixed price to avoid thinking about scope, because that&#8217;s the combination the research is describing. Fixed price on a genuinely locked scope is fine. One multi-case study covering a five-year build-and-run horizon found that planning and development accounted for <strong>21%<\/strong> of total cost, with the remaining <strong>79%<\/strong> recurring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The range is wide and study-dependent, so treat it as a range rather than a number. That&#8217;s not a small budgeting error. It&#8217;s the wrong number entirely.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Some of it is on a schedule you don&#8217;t control<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Part of that ongoing cost isn&#8217;t optional and isn&#8217;t discretionary. No user notices when they happen. They arrive whether or not there&#8217;s budget, and the alternative is running unpatched software, which is a decision with its own cost attached.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Budget for them. A system with no maintenance line in its business case is a system that will be quietly starved and then declared a failure in year four.<\/p>\n\n\n\n<h2 id=\"rate-tables\" class=\"wp-block-heading\">Why rate tables predict nothing<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">You&#8217;ll find plenty of articles comparing hourly rates by country, usually presented as a table. I&#8217;m not going to publish one, and the reason is methodological rather than diplomatic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rate multiplied by hours only predicts cost if hours are independent of everything else. They aren&#8217;t. Hours are the output of the model, not an input to it, and they&#8217;re determined by the drivers above.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Work through what a rate table can&#8217;t see. Your integration count is invisible to it, as is the condition of the systems you&#8217;re integrating into. Whether your requirements hold still, it has no idea. The state of your data, same. Your compliance regime doesn&#8217;t appear anywhere in it. Neither does the speed at which your organisation makes decisions, which the overrun research suggests matters more than most technical factors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every one of those moves total cost by a larger factor than any rate differential, and none appear in the table.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There&#8217;s a second problem, which is that the comparison quietly assumes the hours are equal. Two teams quoting the same feature at different hour counts is the norm, not the exception, and the count reflects how much each team understood about what you actually asked for. Rework is invisible in a rate. It&#8217;s very visible in a final invoice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So when a proposal leads with a rate, that&#8217;s information about the proposal. It&#8217;s telling you the vendor would rather compete on the one variable that doesn&#8217;t predict your outcome.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ask for the exclusion list instead.<\/p>\n\n\n\n<h2 id=\"limits\" class=\"wp-block-heading\">What this post can&#8217;t tell you<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Three genuine limits, stated plainly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>It can&#8217;t give you your number.<\/strong> Everything here is a model for reasoning about cost. Applying it to your project requires knowing your integration surface, your data, your compliance position and your decision-making structure, none of which I have. Anyone who quotes you from a blog post description is guessing, and their guess will be wrong in the expensive direction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The public contract data skews large.<\/strong> Those UK awards are real and verifiable, and they&#8217;re also public-sector procurements at the larger end. Mid-market commercial projects rarely appear in any public dataset, which means the most representative segment for most readers is the least documented one. I&#8217;d rather tell you that than pretend the sample is something it isn&#8217;t.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Some of the figures come from interested parties.<\/strong> The SOC 2 numbers come from a compliance automation vendor. The data migration statistics come from sources that sell migration services. I&#8217;ve used them because they&#8217;re the best available and they name a methodology, but a source that benefits from the problem being hard is a source worth discounting slightly. I&#8217;ve marked them where they appear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What a scoping conversation gives you that this post can&#8217;t is someone examining your actual integration surface, your actual data, and your actual constraints.
